Dr. Manhattan was created after a lab accident ripped Jon Osterman into pieces. After this incident, the doctor returned as an omniscient super hero. According to Watchmen, he actually won the Vietnam War for America... though his status as a God-like individual causes him to become uncaring toward typical human beings.
The only weakness for Dr. Manhattan appears to be tachyons, a large burst of them can block his ability to see the future.
